Before a building can be occupied, it has to pass its final walkthroughs — and while the certificate of occupancy itself turns on code compliance, the final clean determines whether the space presents as finished. Owners, inspectors, and future tenants all read cleanliness as completeness. This checklist covers what a turnover-ready final clean includes, area by area.
Every Room, Every Time
- All surfaces dust-free, top-down: ceilings, fixtures, walls, ledges, sills, and baseboards.
- Stickers, labels, and protective film removed from every fixture, window, and appliance.
- Paint overspray spots, adhesive residue, and grout haze addressed within scope.
- Interior glass and mirrors streak-free; window tracks and frames vacuumed and wiped.
- Floors cleaned to surface-appropriate standard; corners and edges detailed.
- Switch plates, outlets, and door hardware wiped and fingerprint-free.
Restrooms
- Fixtures descaled, polished, and watermark-free; supply lines and traps dusted.
- Tile and grout cleaned; partitions washed both sides; dispensers wiped inside and out.
- Mirrors, glass, and stainless streak-free; drains clear and clean.
- Floor machine-scrubbed and detailed at edges and behind fixtures.
Kitchens and Break Areas
- Cabinets cleaned inside and out; shelves wiped; drawers vacuumed and wiped.
- Appliance interiors and exteriors cleaned; packaging and film removed.
- Counters, backsplashes, and sinks cleaned and polished.
- Under-counter and toe-kick areas cleaned.
Support and Back-of-House Areas
- Mechanical, electrical, and IT rooms swept and dust-wiped (surfaces only; equipment untouched).
- Janitor closets cleaned, sinks washed, and floors mopped.
- Stairwells: treads, railings, ledges, and lighting lenses within reach.
- Elevator cabs (where in scope): panels, tracks, ceilings, and floors.
Exterior and Sitework (As Scoped)
- Entry glass and storefront systems cleaned, including mullions and thresholds.
- Entry flatwork swept or washed; construction debris removed from walk areas.
- Signage and address elements wiped clean.
The Pre-Walkthrough Pass
The professional habit that saves turnover days: the cleaning crew walks the space against this checklist before the superintendent or owner does, with lights on and from the door inward — the way an inspector actually sees each room. Anything found gets fixed then, not negotiated later. A final clean is done when the walkthrough is boring.
